. abc7 news reporter kera clapper is live in napa where they are watching that river rise inch by inch. >> yes. inch by inch, carolyn, especially as the rain continues to fall. i've come to the realization this is my lot in life, to be put in situations where the rain is blowing horizontally at me all morning long. the wind is whipping through napa. we have a look at the river this morning whereas carolyn mentioned, flooding is a concern. it was expected that the river would surpass it's flood level about noon today. now that's changed. estimates go anywhere from 1:00 p.m. to between 5:00 p.m. and 6:00 p.m. estimates are the water could rise and reach 25 to 27 feet. elsewhere here in napa you can see downtown. it is just soaked. the whole city is soaking wet. wind again a big factor this morning. not a lot of cars on the road. i popped into the one business open. that's starbucks on the corner. they say they are a lot emptier than they usually are this time of morning. normally people are out but people are staying inside and that's probably a good thing as the wind and rain creates ve

outages. 44 u.s. el sabroe and richmond has 11 outages affecting 1500 customers. the napa river is in danger of over flowing its banks. there is a flood warning posted right now. the river expected to reach flood stage this afternoon. abc7 news reporter cara clapper has been in napa throwout the morning. throughout the morning. cara, you have the latest. >> good morning, carolyn, i do. the flood warning remains in affect for the napa river in nap ma and saint huh h -- saint helena. it is surging, swelling. it was not this high a few hours ago. you can see the storm debris flowing through the river, and this rain is continuing. relentless day luge hitting us in downtown napa this, month. because the soil is already so saturated the rain is expected to pus the -- to push the napa river to the flood stage. the flood level is 25.1 feet in napa, but they are projecting the water could go as high as 27 feet between 1:00 this afternoon and 6:00 this evening. as we all know, downtown napa saw the river overwhelm and over flow in 2005. thousands of acres flooded. residents were evacuated

kera clapper is live in napa where a flood warning is in effect. nick smith is live at the pier in pacifica. we will begin with our meteorologist lisa argen. >> hi, everyone. the rain is in the north bay. it has been gusting and wind gusts up to 50 miles an hour at the airport. as we look at live doppler 7hd right now we see the heavy returns up through highway 101, cloverdale and ross. all this will continue to sink southward. here we are in the southern marin county, richmond, lighter rain to the east and berkeley. not quite reaching the east bay in concord. taking you into alamo. also lafayette and light shower activity. if you are not feeling the rain, you are feeling the wind. a little bit better returns here up from south san francisco, daly city, san bruno. pretty quiet in the south bay except for morgan hill and gilroy some shower activity. winds gusting to 49 miles an hour at sfo. a wind warning in effect. and oakland, 36 miles an hour. you can see all across the bay area, santa rosa from 41 miles an hour to san jose. we have the wind, we have the rain, we have a flash

in napa still county still closely watching the napa river. but there's good news -- the river is expected to stay below flood stage. several roads cover a peach orchard and several other vineyards were flooded. >> deer park, silverado, pretty flooded, where the peachtrees are. >> reporter: and st. helena, recorded almost 4 inches of rain in just 24 hours. the flood warning for the russian river has been canceled. forecasters say it will not jump over the banks near guerneville. sonoma county opened an emergency operations center just because of flooding after the daker it passed. >>> 7:03. pg&e expects to restore power today to most of the areas experiencing outages from yesterday's storm. the utility has returned power to another 200 customers in the past two hours. the north bay and east bay regions now have 625 without power and the east bay, 595 and the south bay, 655, still in the dark. >>> police say a chase started hen they tried to stop a car speeding in san jose. it turns out the suspect, 27- year-old rohilio pena, ran on foot. he was caught and arrested. >>> also, two chp office

4:03 p.m. later on today some light rain for san rafael and napa and even stretching out towards fairfield. it will mostly stick north of the golden gate bridge. the 10:00 hour yellow indicates heavy to modern rain that will pick up in intensity at 4:00 a.m. tomorrow morning. showers will cross the bridge and continue to push their way south as we head into tomorrow morning. it will taper off later on wednesday afternoon. current temperature is a, a mild start to the morning and temperatures are around 10 degrees warmer than yesterday. 24 hours ago we were in the 30's and we are in the 50s now for vallejo concord 53 of the door and vallejo. will not warm-up by much because a lot of cloud cover we will see to much sunshine. , but north san rafael, napa county, things are really starting to calm down. vallejo you can see the line there. bill tweety, .30. crockett, about the same, more towards rodeo, a pocket of rain near richmond. to the east bay, things are moving south, concord, walnut creek, san ramon, blackhawk, you can see 580, livermore, pleasanton, dublin, fremont getting pretty good rain as well. to the peninsula, san mateo had really heavy rain. so did woodside. it looks like it is over stanford. right there and then back to san jose and also in the santa cruz mountains. sunnyvale had heavy rain for a while. cupertino. highway 17, things are picking um. boulder creek ben lomond, things are thicking up. are picking up. you can see there's some drying taking place and things like like they've ended on the north coast. for us us, this will be the last -- for us, this will be the last rainer of the pattern and then things will go dry. tomorrow morning, i will be talking about thick fog. >> really? >> it's really mild out there and there will be areas of fog. the weekend looks good. >>> 7:58. how soon befo
